More Than $3 Million Allocated to 63rd District, Says Bashline

July 16, 2026

HARRISBURG – Rep. Josh Bashline (R-Clarion/Armstrong) announced today that $3.25 million in state funding, from the Redevelopment Assistance Capital Program (RACP), was awarded to two projects within the 63rd District.

According to Bashline, $2 million has been allocated to DESS Foundation Inc. for its Broadband Coworking Center (BCC) at Trinity Point, a Pennsylvania Keystone Opportunity Zone. The plan includes purchasing Lot 21 and constructing a new building on it. The building will feature dedicated coworking areas, including conference and training rooms, as well as a data and server room. The remaining space will be used for new businesses, such as retail stores.

Armstrong County Memorial Hospital (ACMH) will receive the remaining $1.25 million to complete Phase 3 of its electrical infrastructure upgrade. The work includes installing new conduit and panel feeds at the new switchgear location and removing old conduit where possible. New transformers will be purchased and delivered. Generators will be installed, the duct bank will be finished, and conductors will be extended to the emergency gear room.

“Securing this funding is a testament to what we can accomplish when local leaders, community partners and organizations work together,” said Bashline “In my first term, I have been successful in obtaining over $20 million for the 63rd District. By collaborating closely and staying focused on our region’s needs, we’re able to turn good ideas into real, meaningful progress for the community.”

Funding for the project was authorized by lawmakers in the Capital Budget Project Itemization Act.

RACP is a Commonwealth grant program administered by the Office of the Budget for the acquisition and construction of regional economic, cultural, civic, recreational and historical improvement projects. These projects have a regional or multi-jurisdictional impact and generate substantial increases or maintain current levels of employment, tax revenues or other measures of economic activity. RACP projects are funded by the state and cannot obtain primary funding under other state programs.
