Bashline Secures Major Investment for Local Water and Sewer Authority

April 15, 2026

HARRISBURG – Rep. Josh Bashline (R-Clarion/Armstrong) announced his efforts were successful in obtaining $5.176 million in grant and loan funding from the Pennsylvania Infrastructure Investment Authority (PENNVEST) to help the Foxburg Area Water and Sewer Authority with several extensive undertakings. Out of the funding allocation, more than $2.6 million is deemed to be a grant.

According to Bashline, a new water treatment plant will be built next to the current facility and will include four greensand filters, chemical feed systems and other necessary equipment. The existing water storage tank, which is too small to handle current needs, will be replaced with a new 150,000-gallon tank.

In addition, nearly the entire water distribution system will be replaced, which includes about 6,500 feet of six-inch waterline, 300 feet of four-inch waterline and 700 feet of two-inch waterline. Several new fire hydrants will also be installed throughout the system.

To ensure reliable service during power outages, an emergency generator will also be added to the new treatment plant.

“Our local officials saw the need for immediate action and stepped up to the plate to collaborate with me in securing the funds,” said Bashline. “The investment of more than $5 million will have a lasting impact on the community as it will help modernize infrastructure, improve service and help protect the long-term health and safety of residents.”

Founded in 1988, PENNVEST provides grants and low-interest loans for design, engineering and construction of publicly and privately owned drinking water distribution and treatment facilities, as well as storm water and wastewater projects.
