More Than $1.35 Million Dedicated to District 63 for Revitalization Efforts, Says Bashline

HARRISBURG – Rep. Josh Bashline (R-Clarion/Armstrong) announced today more than $1.35 million in funding, through the Department of Community and Economic Development’s (DCED) Neighborhood Assistance Program (NAP), is heading to the 63rd District.
The NAP offers tax credits to businesses supporting nonprofit community revitalization efforts, benefiting 405 projects statewide. There are five main components: Charitable Food Program (CFP), Neighborhood Assistance Program (NAP), Special Program Priorities (SPP), the Neighborhood Partnership Program (NPP), and the Enterprise Zone Program (EZP).
Below are the descriptions of entities and missions:
• Clarion County Adventures: $715,950 (SPP) to complete construction of a year-round ADA-accessible icehouse in Clarion. The facility will transform a blighted property into a vibrant public park, providing inclusive recreation for low-income residents and serving an estimated 5,265 people.
• Armstrong Habitat for Humanity: $418,000 (NPP) to revitalize Kittanning Borough through a six-year plan. The project will address blight, improve housing, and upgrade infrastructure through affordable home construction and home repairs, trail resurfacing and public art.
• Wolf’s Corners Fair Association: $225,126 (SPP) to build the Youth and Agricultural Building, playground and stormwater infrastructure, which will transform the fairgrounds into a year-round hub, providing safe, modern facilities and recreation for over 9,500 rural residents.
“These organizations are pivotal in addressing community needs in an effective, timely manner,” said Bashline. “I cannot thank them enough for all the great work they do, and I hope the awards help these entities continue to provide meaningful support to Clarion and Armstrong counties.”
The SPP targets specific problems and projects which the state has designated as priorities in a distressed area. A business firm contributing to an approved SPP application would be eligible for up to a 90% tax credit.
The NPP uses long-term collaborations of five years or more involving business, government and community leaders to produce a comprehensive, asset-based and relationship-driven approach to community development. A tax credit of up to 90% or 95% can be awarded based on the length of the program.
